The Department for Transport (DfT) has released new guidance on the development of Carbon Management Plans (CMPs) for use by project and programme sponsors, client teams, consultants, delivery bodies and local authorities responsible for developing and assuring transport infrastructure projects. 

Carbon management involves the assessment, reduction and removal of GHG emissions during the planning, optioneering, design, delivery, operation, use, end of life (and beyond) of new or existing assets, networks and/or systems. All DfT funded transport infrastructure projects that are subject to DfT’s business case assurance process are required to produce and maintain a CMP. 

The guidance aims to support projects and programmes in developing CMPs, increase the consistency and quality of CMPs and improve the robustness of embedding carbon into decision-making.  

Alongside the guidance, DfT has published a template providing a standardised format that can be used for a CMP. Both documents also align with standards set out in PAS 2080:2023, the standard for carbon management in buildings and infrastructure.

The UK has a legally binding commitment to reach Net Zero emissions by 2050. In its latest progress report, the Climate Change Committee (CCC) noted that while The UK remains among a leading group of countries demonstrating sustained emissions reduction, it is not moving fast enough to reduce greenhouse gas (GHG) emissions.
