Highways England is to take direct control of its road network operations in the East Midlands and bring key functions in house. The Government owned company has published a second invitation to tender this week on a construction works framework worth more than £250M over four years.

The framework is made up of 14 lots that include specialist surface treatments, corrosion protection, road lighting and electrical works, general civil engineering and road markings.

In a change from previous arrangements the new framework will see successful contractors having direct contact with Highways England.

“This represents a real step change for Highways England and the way it has previously managed contracts,” says commercial and procurement director David Poole. “This new way of working in Area 7 demonstrates our commitment to enhancing the way it operates the strategic road network.”

The framework agreement will be in place from next April. Highways England will look to recruit new staff and a significant number are expected to transfer from current provider Aone+. The first new style contract in Area 7 for maintenance and response was put out to tender in July. A contract for design and arrangements for specialist goods and services is also set to be tendered in the coming weeks.
