The Department for Transport (DfT) is consulting on proposed changes to Safety at street works and road works: a code of practice (CoP). The CoP provides statutory guidance for utility companies and highway authorities on protecting workers, road users and pedestrians at works on public roads and highways. The CoP has been revised to reflect subsequent changes in legislation, guidance and working practices.

The new draft CoP follows recommendations made by CIHT in the report Reducing the impact of highway works on road users (2025) to improve practices around street works and road works, including for the recommended accessibility measures in the code of practice to be reviewed and updated.

The report highlights the costs and accessibility impacts of disruption and calls for a collaboration-first approach, better coordination, stronger use of data and innovation, and a regulatory framework that supports consistent, high-quality delivery.

Other recommendations made in the report include an independent Works Commissioner for England, a more incentivised fines regime, a new immediate-planned permit category, mandatory coordination meetings and a statutory framework for collaboration. Evidence from members will help CIHT assess how the proposed code supports these wider objectives while improving safety and accessibility on the ground.

What CIHT wants to hear from members on the following issues:

• With the draft CoP currently out for consultation, CIHT is seeking member feedback to inform our response. We are particularly interested in hearing:
•          Whether the draft Safety at street works and road works: a code of practice (CoP) is clear and workable in different street and road environments.
•         Practical experience of signing, lighting and guarding, including impacts on pedestrians, disabled people, cyclists, public transport users, drivers and works operatives.
•          Examples of measures that have improved safety, accessibility, coordination or compliance.
•          Any unintended consequences, implementation challenges or areas where further clarification is needed.
