Over 100 suppliers heard on Tuesday about the Highways Agency’s plans to introduce a new ‘Collaborative Delivery Framework’ to procure up to £5Bn worth of capital projects over the next four to six years.
The Framework will be used to help deliver the increase in roads investment announced by Government in the recent Spending Review. The Highways Agency wants to encourage good quality bids, involve a wide range of companies and work more closely with those who in the past may have been tier two or three suppliers.
There will be four ‘lots’ to the Framework – one for engineering design and three for construction. Suppliers will be asked to prove their capability to tackle larger contracts worth up to £450M as the Framework progresses.
The Design framework will include between eight and 12 firms who will be asked to work on projects from £25M to as much as £450M in the latter stages of the framework.
Lot one of the Construction framework will see three to five contractors handling small value contracts, rising to £50M over time. Lot two will involve between four and six firms handling contracts worth between £25M and £100M, rising to £450M over time. Lot three contractors will work on projects worth at least £100M, rising to £450M.
Procurement begins in October and the new Framework is due to begin next year.
