Following joint submission of written evidence to the House of Commons Transport Select Committee for the ‘Inquiry into the Major Road Network’, Alan Stilwell, who sits on IHT’s Transport Policy Board and ICE’s Transport Board, was invited to provide oral evidence on behalf of both institutions.

• we need a truly integrated package of measures, with use of road pricing, congestion charging, workplace parking and road space reallocation where appropriate to do so. 
• we need to look at the bigger picture, reducing the need to travel, with improved planning and home working. 
• we need to create choices so people can make the right ‘smarter choice’, investing in infrastructure, Public Transport, access and appropriate standards. 
• we need to address a car dependent culture, with alternative modes made available.  It could be realistic to expect modal shift, but this is more likely in denser urban areas. 
• we need ‘smarter help’ to plan journeys – you might start your journey in a car, but you might not end it in one.
• we also need to recognise that in rural areas the car may be the only option.
