A wide range of highway and transportation professionals, affiliates, exhibitors and students gathered at the Annual CIHT Midland Branch Symposium, held at Nottingham Trent University on the 26th March 2013. The Symposium topic was ‘Highways Maintenance in Volatile Times’. The event presentations explored innovative ways that highway finances can be used to maximum effect, both nationally and at a local level. The practicalities of materials specifications, design standards and recycling were addressed by specialists, showing that even a limited budget can be used to achieve very real benefits
Delegates were welcomed by the Dean of School of Architecture, Design and the Built Environment, Mr Peter Westland. The Symposium was chaired by the Midland Branch Chairman Dr Bachar Hakim.
Donald Burton from the Highways Agency spoke in depth about the recent changes in the highways specifications along with the initiatives being brought through such as; the need to deliver within reduced costs, commercial and value asset management and changes in texture depths. Matthew Lugg, OBE from the Leicestershire County Council and ADEPT, discussed the recent Highway Maintenance Efficiency Programme (HMEP) and its Impact on highway design and maintenance. He explained the changes that have been made in HMEP and how it will affect the highways industry. John Barritt from WRAP conversed the ways in which waste can be minimised or completely removed by using WRAP planning tools and resources available. He proposed using strategies such as resource management planning to help the construction industry to become resource efficient.
Jukka Laitinen from Nynas Bitumen gave an introduction to asphalt paving materials covering practical aspects of material selection and application in different traffic and environmental conditions. Dr Nick Thom from Nottingham University, explained the types of pavement maintenance, how and when to assess condition to establish the type of maintenance required. He also explained how intervening at the right time with the right repair method can save time and money.

The exhibition stands offered some of the latest solutions to highway maintenance showcased innovative, potentially more energy efficient, economical and effective long term highway maintenance.
