Expert support for the management and delivery of major transport schemes is to be provided by a new Infrastructure and Projects Authority which was launched by Government last week.

The organisation brings together existing bodies Infrastructure UK and the Major Projects Authority (MPA). It will offer financial and commercial support to projects in the infrastructure pipeline as well as providing independent assurance of schemes including Crossrail and the Thames Tideway Tunnel.

The Infrastructure and Projects Authority reports jointly to the Chancellor and the Minister for the Cabinet Office. Its chief executive is Tony Meggs, who previously led the MPA.

Minister for the Cabinet Office Matt Hancock said: “Having one organisation to ensure the effective delivery of such vital Government projects makes perfect sense. It will bring together project expertise, with funding authority, to challenge and support projects that will benefit the British economy and benefit taxpayers.”

Chancellor George Osborne added: “Bringing together Infrastructure UK and the Major Projects Authority and creating the new National Infrastructure Commission is the next step in our plan to make sure we no longer trail our rivals when it comes to building the vital infrastructure our economy needs.”

Launch of the new body comes after the appointment of Phil Graham as chief executive officer of the National Infrastructure Commission (NIC) in late December. The Commission – which formed in October – will deliver a long term plan and assessment of the UK’s infrastructure needs at the start of each Parliament.

Mr Graham joins from the Department for Transport. He previously led development of the Government’s high speed rail strategy and also led the team supporting Sir Howard Davies’ Airports Commission.

The Chancellor said: “The NIC will provide expert, independent advice to the Government on the most pressing infrastructure challenges facing the country. Phil’s role as CEO will be vital in overseeing this work.”
