Infrastructure investment lays at the heart of the Government's legislative programme for the coming year, with two Bills announced in the Queen's Speech setting out measures to develop the High Speed 2 railway line.
An HS2 Hybrid Bill provides Government with the legal powers to compulsorily acquire land, construct and maintain the railway. And a High Speed Rail (Preparation) Bill provides financial powers to proceed with the project.
The Queen's Speech made clear that the Government will continue to invest in infrastructure to deliver jobs and economic growth.
West Midlands transport authority Centro was pleased with the inclusion of High Speed 2 in the Queen's Speech. Chief executive Geoff Inskip said: "This is exactly what we wanted to hear. HS2 will bring fast, direct services connecting eight of our 10 largest cities but it will also release capacity for more services on existing lines."
High speed rail pressure group Greengauge 21 pointed out that the Preparation Bill also allows for 'preparatory work for future phases of a high speed rail network at the appropriate time.'
Director Jim Steer said: "It is essential that the country has the opportunity to think strategically. We need to ensure that all English regions as well as Scotland and Wales benefit from access to the high speed rail network."
The Institution of Engineering & Technology warned that the announcement gives no certainty on the second phase of the project further north of Birmingham or to Heathrow. Professor Phil Blythe from its transport policy panel, said: “HS2 could serve as a key catalyst for a more joined up approach to infrastructure development in the UK. A commitment for the entire length of the route is vital if it is to become the backbone of such transport integration."
