A review of the transport industry’s ability to cope with severe winter weather has been ordered by the UK Government.

It follows claims that local authorities and public transport providers had been left wanting in the wake of last winter’s severe, prolonged cold snap, with tens of thousands of commuters left stranded or facing severe delays.

The review will be carried out by David Quarmby, chairman of the RAC Foundation, and will examine the road, rail and air sectors, taking evidence from major transport companies as well as passengers and public authorities.

A report is expected by July, identifying immediate measures that could be taken in preparation for next winter. Another report in the autumn will focus on longer-term preparedness for cold weather.

In a letter to stakeholders, Quarmby said the Independent Winter Resilience Review would make recommendations that applied in England but would also be relevant in Scotland and Wales.
