The long awaited Roads Review Green Paper which was due in the autumn of 2012 and put back to March this year is being delayed again. Next likely date for its publication is June or even the autumn.
The review is expected to set out options for long term funding and operation of the strategic road network in England some of which are likely to cause controversy and risk public backlash.
Following Prime Minister David Cameron’s speech a year ago calling for private sector investment in the road network the Green Paper is expected to include proposals for sale of the network and some form of tolling. Other options like more design build finance operate schemes, a charge for drivers wishing to use the motorways and the impact of continuing with the status quo could also be included in the document.
The review is being undertaken against a background of falling fuel duty receipts as cars become more efficient, predictions of increased congestion and an estimated £10Bn shortfall in public funding for maintenance and new projects.
