The Secretary of State for Transport, Rt Hon Heidi Alexander MP, has responded to correspondence from the Chartered Institution of Highways & Transportation (CIHT) regarding development of the UK Government’s forthcoming Integrated National Transport Strategy (INTS).

The Secretary of State for Transport responded on the 22nd of December 2025, welcoming CIHT’s continued support throughout the development of the strategy and the contribution set out in the letter.

The four strategic goals highlighted by CIHT align closely with the UK Government and Department for Transport’s ambitions of the strategy, including improving connectivity and choice, and building a more resilient, reliable and inclusive network.

Further views are aligned with the Transport Secretary including transport’s key role in driving economic growth and unlocking access to opportunity, and having a clear set of guiding aims is essential.

The Transport Secretary has reaffirmed her commitment to continued collaboration with CIHT as we all work to deliver a transport system that better serves people and places across the country.

CIHT welcomes the Secretary of State’s response and recognition of the value of professional expertise in shaping an integrated transport system, and highlighted ongoing continued collaboration between the institution and the UK Government.

CIHT previously wrote to the Transport Secretary on the 28th of October 2025 to reiterate what the institution believes should be included in the Integrated National Transport Strategy.

CIHT believes that the INTS should establish four major strategic goals, and the success of the strategy should be judged against the delivery of these:

  • To deliver a sustained modal shift in line with the sustainable transport hierarchy subsequently reducing CO2 emissions - contributing to the UK’s net zero mission.
  • To significantly improve resilience and access to reliable and affordable connectivity to economic opportunity for people and business – contributing to the UK’s growth mission.
  • To deliver a safer, cleaner, and more inclusive transport network – contributing to the UK’s health mission.
  • To improve customer choice and experience – contributing to the UK’s breaking down barriers to opportunity mission.
