Financial savings that can be achieved through the use of shared service arrangements for highways will be explored by local authority speakers at a free seminar next week.
The half day event has been organised by the Highways Maintenance Efficiency Programme and takes place at CIHT’s headquarters in London on Thursday 19 September from 2pm. Delegates will hear examples of how service levels can be maintained in the face of reductions in local highway authority budgets and receive advice on making the best use of limited funds.
HMEP advocate Matthew Lugg said: “The Communities & Local Government Secretary Eric Pickles has said that sharing services is one of the key ways in which efficiencies can be delivered. But the idea is not well defined in the highways sector. Sharing services should be of interest to authorities who are desperate to save money.”
Northamptonshire Highways’ service director Andrew Warrington will talk at the seminar about how shared service arrangements have led to efficiencies in parking enforcement. He will be followed by Ian Hawthorn who heads up highways maintenance and projects on behalf of two London Boroughs that have come together to achieve savings: Hammersmith & Fulham and Kensington & Chelsea.
Session three will see Tayside Contracts’ managing director Iain Waddell describe how a trio of Scottish authorities are collaborating through shared highway contract provision. The fourth session features asset manager David Williams who will look at how the region of Powys has achieved savings through technical services collaboration.
