The UK has experienced its worst winter for 30 years, with blanket snowfall and prolonged periods of sub-zero temperatures, creating challenging conditions for transport providers and the travelling public.

The review will be conducted in two phases: the first will identify measures that can be implemented relatively quickly in preparation for next winter 2010/11; and the second will consider preparedness for severe winter weather in future years. Phase one will be published this summer and phase two in the Autumn.

The review will be chaired by David Quarmby CBE, currently Chair of the RAC Foundation and former Chief Executive of the Strategic Rail Authority.  He will be supported by Brian Smith, currently Assistant Chief Executive of Cambridgeshire County Council and Chris Green, a Non-Executive Director of Network Rail and former Chief Executive of Virgin Trains.
