The Transport Select Committee has published its report into Effective Road and Traffic Management with the publication of Out of the Jam: reducing congestion on our roads.  The report examines options for curbing congestion without road building or road pricing.  Tougher driving tests, greater use of real-time information systems and better co-ordination between road management authorities are amongst the affordable methods suggested.
