The road scheme would connect junction 34 of the motorway with the A48 at Sycamore Cross and make use of a section of existing highway to reduce impact on nearby woodland.
As well as improving access, it is hoped the project will provide the catalyst for economic growth and employment in the area. The road scheme could cost between £58M and £81M depending on the route chosen, with the rail station and park and ride costing an additional £25M.
Vale of Glamorgan Council leader John Thomas said: “Our goal is to make the Vale a more attractive place to live, work and do business. This scheme will achieve not only this but also bring huge benefits to the wider economy.
“Cardiff Airport is of great national significance and its growth and future success, together with the Enterprise Zone, will be vital in fuelling economic development in South Wales.”
He added that a lack of an appropriate route between the M4 and A48 has turned local roads through villages into rat runs for commuters.
Proposals have been drawn up by consultant Arcadis and funding for the scheme is promised by the Welsh Government.
Cardiff Airport chief executive Deb Barber said: “We welcome the proposals to improve road access from junction 34 of the M4. Surface access is hugely important for an airport, encouraging growth and improving the opportunity to compete in a global market.”
