The Code brings together current good practice to help highway authorities manage and improve the roads, footways, bridges and public spaces relied on by communities every day. It is intended to support safer, more resilient and sustainable highway networks.

First published in 2016, the Code established a risk-based approach to highway management, allowing authorities to make decisions that take account of their local context, resources and priorities. The review has retained and developed this approach rather than undertaking a wholesale rewrite.

What has changed?

The new Code is structured into five parts, covering overarching principles, highways, structures, lighting and, for the first time, tunnels. It covers areas including governance, planning, risk management, inspections, maintenance and performance monitoring.

A significant change is the way the Code is delivered. Rather than relying solely on a static document, the updated Code has moved to a digital platform, enabling it to be kept current and connected to relevant tools and supporting materials as these develop.

The review was sponsored by the Department for Transport, with UKRLG providing technical expertise and oversight and AtkinsRéalis commissioned to coordinate delivery. Practitioner working groups from across the highways sector contributed technical knowledge and practical experience to the review.

The development process also drew on engagement with local authorities, contractors and consultants.

Supporting better highway management

The update reflects changes in highways practice since the previous Code was published, including developments in technology, environmental responsibilities, asset management and legislation.

The intention is to provide highway practitioners and authorities with a practical framework that supports consistent, evidence-based decision-making while retaining the flexibility needed to respond to differing local networks and circumstances.

The move to a digital format is also intended to allow the Code to evolve as practice and supporting guidance develop, shifting it from a static publication towards a resource that can be maintained and updated over time.
