About the Speaker – Sheila Holden OBE FCIHT

With a five decade career in highways, transport and planning, Sheila Holden brings unparalleled expertise to this session. Her career spans senior leadership roles in East Sussex County Council, Brighton & Hove City Council, and the Royal Borough of Windsor & Maidenhead. She has led major planning and transport initiatives, co authored national travel plan guidance, and played a key role in inspector training during her time at the Planning Inspectorate.

A Fellow of CIHT since 1994 and CIHT’s first woman President (2013/14), Sheila was awarded the OBE in 1996 for her outstanding contribution to transport planning.
