Datuk Ir. Zakaria Ahmad Zabidi is the Chief Operating Officer of PLUS Malaysia Berhad. He holds a degree in Civil Engineering from the University of Tasmania, Australia and a Master of Business Administration from the Cranfield School of Management, United Kingdom. He is also a registered Professional Engineer with the Board of Engineers Malaysia.
He is responsible for designing business strategies, improving the work culture, overseeing company operations, highway maintenance, major projects implementation, managing investments and partnerships.
Internationally, he was the Senior GM at UEM Group based in Abu Dhabi and Doha, managing UEM Group’s interests in the Gulf Cooperation Countries. From 2013 to 2017, he served as CEO of Uniquest Infra Ventures Ltd in India, managing four major highway concessions.
He is also a board member of various associated companies and holds key positions in professional associations, including President of the Association of Highway Concessionaires Malaysia (PSKLM), Chairman of the Chartered Institution of Highways & Transportation Malaysian Branch (CIHTMB), Council Member of the Road Engineering Association of Malaysia (REAM), and Council Member of the Intelligent Transport System Association of Malaysia (ITSM).
Dato’ Ir. Wong Wai Ching's illustrious career spans both the Malaysian Government service and the private sector. Beginning in the Public Works Department (PWD) in 1976, he held various roles such as District Engineer and later served as the Senior Superintendent Engineer of the Highway Branch at PWD HQ. He later served as Director of Education Works before he retired as State Director of PWD Perak in 2008.
Post-retirement in 2008, he joined Gamuda Group, contributing significantly to major projects. Notably, as Project Director for MMC Gamuda KVMRT (PDP) Sdn Bhd, he oversaw the successful delivery of Malaysia's first-ever MRT Line (SBK Line) ahead of schedule in 2017. Additionally, he led the transition of the 2nd MRT line project (SSP) from a Project Delivery Partner (PDP) to Turnkey Contractor (TC) model that spanned over 12 years for 2 Lines.
Dato Wong's affiliations include key roles in road engineering associations and committees, as well as recognition for his contributions in the Construction Industry when he was inducted as Fellow of Construction Industry Development Board (CIDB) Malaysia in year 2018. His extensive honours include being the 1st Malaysian engineer who led in the Construction and Completion of the First MRT Line in Malaysia and subsequently the second MRT Line. All in all he had put in 50 years of engineering practice with most of years in Highway and Rail Transportation.
Ir. Rabindranath currently serves as the General Manager of the Transportation Division at HSS Engineering Sdn Bhd (HSS), based in Kuala Lumpur. He holds a Bachelor of Civil Engineering from the University of Malaya and a Master of Science in Highways and Transportation Engineering from Universiti Putra Malaysia.
Specialising in transportation infrastructure, Ir. Rabindranath has extensive experience in the design and management of major railway and highway projects. He is recognised for his innovative design solutions, strong technical acumen, and strategic problem-solving abilities. His leadership and project management skills have been instrumental in ensuring timely delivery and budget compliance across numerous high-profile projects.
Notably, Ir. Rabindranath has played key roles in the Klang Valley MRT Line 1 and Line 2 projects. He is currently leading the multidisciplinary design and supervision team for Section A (Kota Bharu to Dungun) of the East Coast Rail Link (ECRL), one of Malaysia’s most significant infrastructure undertakings.
Ir. Lim Shiang Jie is a Senior Manager in the Design & Technical Department at Gamuda Engineering, specializing in railway and highway engineering design. He brings extensive technical expertise and industry experience to the planning and development of major transportation projects, including metro railways and highways. His work plays a key role in enhancing the nation's transportation infrastructure.
Currently, he involved in feasibility studies and conceptual design for new initiatives at Gamuda. These proposals span multiple sectors, including railway transportation, highways, and hydroelectric projects. He works in close collaboration with various internal departments such as Transport, Contract & Commercial, Land & Liaison, and Construction Department to develop technically sound and commercially viable project proposals.
He holds a Bachelor’s Degree in Civil Engineering from University Tunku Abdul Rahman (UTAR). He currently serves as Treasurer of the Chartered Institution of Highway and Transportation Malaysia (CIHT) and is a registered member of the Board of Engineers Malaysia (BEM) as well as the Institution of Engineers Malaysia (IEM).
Currently serving as the Chief Operating Officer of SKVE Holdings Sdn Bhd, Dr. Teoh Jui Min has experience in the development of civil infrastructure, mega-townships, and public-private partnerships on the South Klang Valley Expressway.
Dr. Teoh is now responsible for project upgrading, contract and strategic management, operation, and maintenance.
He holds an executive doctorate in business administration, a master's degree in project management, and a diploma in building technology. He is also a Fellow of the Chartered Institute of Highway and Transportation (FCIHT), a Fellow of the Institute of Administrative Management (FInstAM), a Fellow of the Chartered Management Administration (FCHMA), and a Member of the Malaysia Institute of Management (MMIM).
Mr. Law Teck Onn is currently the Director of K.T. LAW & ASSOCIATES SDN BHD. He has overseen projects in both private and public infrastructure projects.
He graduated from the University of Melbourne with a Master's Degree in Civil Engineering after completing his bachelors in Environmental Engineering.
Mr. Law is now responsible for the management, planning, and construction of Rest and Relax Facilities at West Coast Expressway (WCE) Section 6 (NorthBound and SouthBound), Section 2 (Northbound) and Northport Axis Factory K7 Road Resurfacing Works.
Mr Law is committed to integrating sustainable practices and technological advancements into infrastructure and civil engineering projects, with a focus on enhancing long-term environmental performance and operational efficiency.
Mr Amir Shahid Bin Adnan has served as the Head of Routine Maintenance Civil (RMC) at PLUS Berhad since 15 July 2024. With over 22 years of experience, he has been actively involved in highway maintenance, operations, and traffic safety across various highways in Klang Valley, a region in Malaysia.
In his role as Head of RMC, he is responsible for the civil routine maintenance upkeep of PLUS highways from the North to the South including Lebuhraya Pantai Timur 2 (LPT2) in east coast of Malaysia. En Amir Shahid is dedicated to modernizing maintenance practices to optimize costs and reduce the time required for maintenance tasks. He has played a vital role in ensuring the comfort of highway users through sleek of mainlines, including the facilities provided at Rest & Service Areas (RSA) and Laybys.
En Amir Shahid is inspired to uphold PLUS’s mission and vision, which focuses on connecting communities to create a safe and sustainable future while meeting the expectations of all stakeholders.
Ir. Mohd. Hadzmir Bin Yusoff currently serves as the Deputy Director General (Business) at the Malaysian Highway Authority (Lembaga Lebuhraya Malaysia – LLM). With over three decades of experience in the public infrastructure sector, he has played a pivotal role in the development, supervision and strategic management of Malaysia’s expressway network.
He holds a Bachelor’s Degree in Civil Engineering from Universiti Teknologi Malaysia (UTM) and is a registered Professional Engineer with the Board of Engineers Malaysia. He is also a member of the Institution of Engineers Malaysia and the Intelligent Transport System Association of Malaysia (ITS Malaysia).
Throughout his career, Ir. Hadzmir has held various key positions within LLM, including Project Director, Director of Central Region, and Deputy Director General (Development). His portfolio includes major national projects such as the West Coast Expressway (WCE), SUKE, EKVE, SPE and DASH, overseeing their planning, design, concession negotiations, and construction. He has also led critical initiatives in highway operations and maintenance, including safety procedures, toll operations, and stakeholder coordination.
Ir. Hadzmir’s contributions extend beyond engineering, as he has chaired various technical and tender committees, and presented technical papers at national and international forums. He remains committed to advancing Malaysia’s highway infrastructure through performance-based asset management and sustainable development practices.
Dato’ Seri Koe Peng Kang is a distinguished Malaysian civil engineer with nearly four decades of experience in engineering, construction, infrastructure and property development, complemented by a strong management background. His career has spanned both local and international landscapes, with involvement in landmark projects in the United Kingdom, Vietnam, Australia, Singapore, China, and Japan. Among the most notable is his leadership in the redevelopment of London’s iconic Battersea Power Station.
He holds a Master of Science degree from the University of Birmingham and a Bachelor of Science degree from the University of Leeds, United Kingdom. He is a registered Professional Engineer with the Board of Engineers Malaysia and a member of the Institution of Engineers Malaysia.
He has served as Group Chief Operating Officer of S P Setia Berhad until retirement in 2022. During his tenure, he was instrumental in pioneering eco-themed township developments, luxury high-rise residences, and international ventures. He also oversaw strategic business development initiatives, infrastructural projects, niche property projects, and the Group’s hospitality division.
Dato’ Seri Koe has held numerous directorships, including as an Independent Non-Executive Director of Malaysia Airports Holdings Berhad. Currently, he serves as Group Managing Director of Sevenco Sdn. Bhd. and Executive Director of Global Project Management and Consultancy Sdn. Bhd., both of which are active in property development and project delivery across Malaysia.
Mr. Loke Hoe Chiew is currently the Executive Director of K2 Bitumen Sdn Bhd. He has experience in road maintenance, especially in designing of new signage system and pavement rehabilitation.
He holds a Bachelor’s Degree in Electrical & Electronic Engineering from Liverpool John Moores University.
Mr. Loke is now responsible for the management, operation and development of a new sustainable product which can help to reduce CO2 emission to provide a green environment to the community.
