Antoneta Horbury, Director of Policy and Technical Affairs (CIHT) today (23 October 2025) joined a formal meeting of the London Assembly Transport Committee as part of a guest panel supporting the Transport Committee’s investigations into road space, driving and congestion.
CIHT was delighted to be invited to join the expert panel to assist the Transport Committee in its investigations and provide insight into CIHT research.
The panel was also joined by Clare Sheffield, Director of Transport Planning, Arup, David Metz, Honorary Professor, UCL Centre for Transport Studies, Jon Parker FCIHT CTPP, Managing Director, Jon Parker Consultancy
The Transport Committee asked the panel questions relating to congestion and allocation of road space, public transport and the impact of road works and street works.
During the session, Antoneta highlighted the importance of using education to encourage behaviour change and the negative impact that wider vehicles were having on traffic flow, especially in narrow streets. The work of the Bus Centre of Excellence and CIHT research on Creating a public realm for all and Reducing the impact of highway works on road users was also referenced.
Earlier in 2025, CIHT also gave evidence to the UK Parliament Transport Committee in its inquiry into Managing the impact of Street Works.
Background
The Transport Committee examines the capital's transport system, paying particular attention to how the Mayor's Transport Strategy is being implemented, as well as the work of Transport for London (TfL) and its various action plans.
The Committee is currently investigating road space, driving and congestion. This investigation will examine progress made towards the Mayor’s transport targets and the impact of congestion and how road space is used are affecting that progress.
The Committee routinely publishes the findings and recommendations from its investigations with the aim of influencing the Mayor.
