ORR launches consultation regarding the third Road Investment Strategy

The Office of Rail and Road (ORR) is seeking views on its proposed approach to fulfilling its duties within the development process for the third Road Investment Strategy (RIS3).

RIS3 is the government’s long-term strategy for the management and improvement of the strategic road network (SRN) – the motorways and major ‘A’ roads in England managed by National Highways – for the period 2025 to 2030, and beyond.

As the Highways Monitor, they:

  • advise the government on the degree to which the next road period's plans strike the proper mix of being demanding and achievable, especially in terms of efficiency.
  • also provide advice to the government on the performance standards and objectives that National Highways must meet.
  • ensure that National Highways complies with its licence requirements relating to the RIS's setup

ORR has outlined how they expect to conduct their activities and the evidence they will use to inform their evaluations in preparation for the RIS3 process. ORR is requesting input on their proposed strategy, which is detailed in their consultation paper Road Investment Strategy 3: Our Role and Approach.

The consultation will run until Friday 28 January 2022 and the approach is planned to be published in spring 2022. To find out more about this consultation see here.
