Ian Robinson

Chair, CIHT North West

Ian has over 20 years’ experience in the highways and transportation industry. 

Having graduated from John Moores University in 2002, he started his career as a designer and more lately working in highways operations and maintenance he now runs Breedon’s surfacing business in Wales. 

Richard Manock

Vice Chair and Honorary Treasurer, CIHT North West

Richard is a Civil Engineer, current Treasurer, Past Chair and Secretary of the previous CIHT NW Branch, with 30 years’ proven experience.

He has worked on a range of civil engineering projects across many sectors of the industry including ports, waste to energy, education, healthcare, residential, public realm, active travel, transport, and highways.

He is also the Region’s golf organiser for both the CIHT NW and ICE NW and is always on the lookout for new players to bolster the ranks.

Alex Parkin

Immediate Past Chair, CIHT North West

Alex is a Principal Transport Planner, with over 11 years’ experience in Transport Planning, Highway Design, TRO’s, Public Transport and Active Travel- spanning both the Private and public sector.

Currently working at Pell Frischmann on Local NW Transport Planning Projects, PF’s NW Social Value Coordinator and seconded into Manchester City Council Highways Team. 

Alex joined the North West Committee in 2019 and has been Events Chair and Vice Chair before becoming Committee Chair in April 2023. 

Alex has recently been the highways lead on the Beryl Cycle Hire scheme in Manchester, seeing the biggest roll out of bike hire outside of London. She is also involved in Travel Plan creation and implementation, Travel Plan Coordinator roles, Cycle infrastructure design, Birmingham’s Tram extension, New housing Developments, feasibility studies, New and improved Rail stations, Placemaking schemes and more.

Mark Clements

Events Coordinator (joint role), CIHT North West

Mark has over 25 years’ industry experience, mainly in Transport Planning and specifically Development Planning/ Control.

He has spent most of this time working in the private sector advising developers before running his own consultancy for a short period and more recently joining Salford City Council as Team Leader for the Transportation team.

Mark is a full member of the CIHT and joined the North West Events Committee in 2020 wanting to meet more of the Institution’s members and grow his network of contacts within the industry. Since joining the Events team he has organised and hosted, as well as assisted with, a number of events put on by the North West committee, both virtually and in-person.

Jacob Hand

Emerging Professionals rep, CIHT North West

Jacob is currently a Senior Engineer at AECOM with over 9 years of experience in the highways and transportation industry, starting as an apprentice in 2015. 

He specialises in both highway and active travel design, with a strong proficiency in 3D modelling leading AECOM’s Highways Manchester 3D Team. He has been recognised for his innovative solutions in active travel design, and is passionate about creating sustainable and efficient transportation solutions.

Barry Heaps

Regional Representative to Council, CIHT North West

Barry is a retired Chartered Civil Engineer who has over 40 years experience in the design, construction and management of a range of highways and infrastructure projects. 

After graduating from Liverpool University in 1977 he worked in the public sector and for a number of major Consultants, and formed his own company, Oaklands Consulting Limited, in 2009.  Barry has been a member of the Institution for over 30 years and is active on the Regional Committee: he has been Branch Chairman twice, has chaired the Events Sub-Committee and is currently the Regional Representative on Council.  He was awarded the Institution's Certificate of Merit in 2015.

Behrooz Saghafi

Past Chair, CIHT North West

Behrooz is a Technical Manager at Pavement Testing Services (PTS) Ltd, where he practices his primary field of expertise, pavements.

He enjoys 17 years of experience in dealing with pavement materials, design, management and maintenance for highways and airports in both capacities of academia and industry.

As a researcher, he has worked on several funded, national and international research projects since 2005 and has published more than 40 peer-reviewed journal and conference papers. He has taught pavement engineering-related courses at UK and overseas universities. As a highway engineer, he has worked on walking and cycling schemes. Following his principal interest in testing, he has managed several pavement survey projects.

Behrooz joined the CIHT in 2009. His first Committee commitment was in 2013 and 2014 with the North East Region, where he was a member of the Young Professionals Committee. He joined the North West Regional Committee in 2018 and had the roles of Recruitment Officer and Vice-chair before becoming Chair of the North West Regional Committee in May 2022 - April 2023.

Greg Hulme

Committee Member, CIHT North West

Greg is a Principal Transport Planner, with over 20 years’ experience in Transport Planning, Highway Engineering and Traffic Management, working with both the private and public sectors.

He is currently working at consultants WSP specialising in reviews of Active Travel provision for National Highways renewal and improvement schemes. He had worked extensively on the HS2 Phase 2b Transport Assessment before that phase was cancelled. 

Greg is a full Member of CIHT having joined as a Student Member in 2004 during his MSc at the University of Salford and is also a member of the Transport Planning Society. He volunteered with the CIHT North-West Committee as an events organiser from early 2023 and was elected as Committee Member in May 2024. He arranged sponsorship and speakers for 2023 CIHT NW Annual Conference and represented the region at a neighbouring region’s awards dinner. He continues to assist the NW region with organising future events. 

Chris Jackson

Past President

Chris has over 45 years’ experience in the construction of transport infrastructure. He is a civil engineer who, since graduating from Durham University in 1971, has pursued his career wholly in contracting, the majority of the time in highway construction. 

After four years with Costain, he joined AMEC (Fairclough) in 1975 and transferred to Morgan Sindall in 2007 following the acquisition of AMEC DPS by Morgan Sindall. He was Business Development Director for Morgan Sindall until his retirement in May 2016. He works part-time for the Civil Engineering Contractors Association NW as Transport Initiatives Director.

Chris joined the North Western Branch Committee in 1995. He was Branch Chairman for the year 1999/2000. A former vice-chair of Member Services Board, he chaired the Education Board in its first two years. He was installed as President of the Institution in June 2009 for the year 2009/10. For two years he chaired the newly formed Appian Trading Ltd, the board that oversees the Institution’s trading activities. Chris sat on the Partnership Management Group for the Transport Planning Professional qualification and was the Council member championing the successful CIHT500 membership recruitment campaign for 2012/13. He has been a member of the Institution’s Audit Committee from 2013 to 2019

Married to Janet, Chris has three sons: a research chemist, a pilot and a commercial software programmer. He enjoys literature, art, theatre and walking and lives in Cheshire.

Peter Hallsworth

Peter is a highway engineer and looked after some 40 miles of motorway maintenance on M1 and developed new forms of contract and traffic management.

Peter was one of CIHT's first group of reviewers for professional qualifications and he continues to review candidates. Peter also reviews for ICE and CICES. He is chair of the CIHT CPD Panel, leads the CPD audits and has seen the quality of CPD records improve over the years. In 2022 Peter was awarded the Certificate of Merit for his services to CIHT.

Samantha Lowthion

Sid Boroomandrad

Committee Member, CIHT North West

Sid is a passionate and experienced Highways and Transport Engineer with a background spanning both public and private sector infrastructure projects.

He currently works within Manchester City Council’s Highways Team, where He provides technical expertise on Section 38 and Section 278 agreements, helping deliver sustainable and safe highway schemes across the city. His key areas of professional interest include road safety audits, traffic engineering, sustainable drainage systems (SuDS), inclusive design, highway design, and airport engineering. 

Sid is committed to creating transport networks that serve all users efficiently and equitably. With over six years of experience, he actively applies and promotes industry standards such as the Design Manual for Roads and Bridges (DMRB) and Greater Manchester design guidance. He is honoured to have been elected to the CIHT North West Committee and looks forward to contributing by encouraging collaboration, sharing knowledge, and supporting regional initiatives that shape the future of transport in the North West.
