Lindsey MacDonald, Chair, CIHT North West
Lindsey is a Chartered Engineer with 14 years’ post graduate experience in Transport Planning and Engineering within the public and private sector.
Amy Leather, Vice Chair, CIHT North West
Amy is a Principal Transport Planner at Arcadis in Warrington, following eight years working on a variety of transport planning projects in Mott MacDonald’s London, Liverpool and Singapore. Amy specialises in transport strategy and policy development, business case development and Travel Demand Management.
She has a significant amount of international experience in behaviour change programmes through her work in developing and delivering a Transport Mobility Management strategy on behalf of the Abu Dhabi Department of Transport. She supported the delivery of the Sydney Travel Choices programme on behalf of Transport for New South Wales.
Most recently Amy has been supporting Highways England in the delivery of several of its RIP schemes, managing strategic modelling, economic appraisal and business case work. Prior to her election as Vice Chair of CIHT North West, Amy served as Honorary Secretary and as a member of the Young Professionals Committee.
Hayley Palmer, Treasurer, CIHT North West
Hayley is a Senior Planner at Mott MacDonald, with over 10 years' experience within the Highways & Transportation sector. She has previously worked for JMP/ SYSTRA and also Liverpool City Council working in Traffic Management and Knowsley MBC working in the Traffic Signals Department.
Hayley has a BSc (Hons) degree in Geography and an MSc in Transport Planning and Engineering and has been a member of the CIHT since 2008. Hayley was Chair of the Young Professionals Committee 2011-2015 and was named Young Professional of the Year in 2011.

Barry Heaps, Chair of the Events Sub-Committee, CIHT North West
Barry is a Managing Consultant with Oaklands Consulting Limited, a company he formed early in 2009, and is currently providing engineering consultancy services to the Highways Agency.
After graduating from Liverpool University Barry joined Cheshire County Council and was seconded to the Cheshire Sub-Unit of the North Western Road Construction Unit. Following closure of the RCUs in 1981 he moved into the private sector and has worked for Ward, Ashcroft and Parkman (now Mouchel), Mott MacDonald and Atkins.
He specialises in the management of major highways and infrastructure design and construction projects for Clients in both public and private sectors, and has over 30 years experience in this field. He has managed schemes which have been procured by various methods include traditional, design and build, and PFI.
Barry has been a member of the CIHT for over 20 years and is active in the North Western Branch. He currently chairs the NW Branch Events Sub-Committee.
Jennifer Dickinson, Events Coordinator, CIHT North West
Anna Craciun, Young Professional Chair, CIHT North West
Anna is a Transport Innovation Strategy Officer at Transport for Greater Manchester. Anna’s background in Spatial Data Analytics stems from her degree in GIS and is pivotal to her current role, leading on the strategy and analytics for Connected and Autonomous Vehicles within Greater Manchester.
Chris Jackson, CIHT Past President, CIHT North West
Chris has over 45 years’ experience in the construction of transport infrastructure. He is a civil engineer who, since graduating from Durham University in 1971, has pursued his career wholly in contracting, the majority of the time in highway construction.
After four years with Costain, he joined AMEC (Fairclough) in 1975 and transferred to Morgan Sindall in 2007 following the acquisition of AMEC DPS by Morgan Sindall. He was Business Development Director for Morgan Sindall until his retirement in May 2016. He works part-time for the Civil Engineering Contractors Association NW as Transport Initiatives Director.
Chris joined the North Western Branch Committee in 1995. He was Branch Chairman for the year 1999/2000. A former vice-chair of Member Services Board, he chaired the Education Board in its first two years. He was installed as President of the Institution in June 2009 for the year 2009/10. For two years he chaired the newly formed Appian Trading Ltd, the board that oversees the Institution’s trading activities. Chris sat on the Partnership Management Group for the Transport Planning Professional qualification and was the Council member championing the successful CIHT500 membership recruitment campaign for 20012/13. He has been a member of the Institution’s Audit Committee from 2013 to 2019
Married to Janet, Chris has three sons: a research chemist, a pilot and a commercial software programmer. He enjoys literature, art, theatre and walking and lives in Cheshire.

David Ogden OBE, Past President, CIHT North West
David spent much of his early career with Cheshire County Council specialising in road design. He was seconded to the Cheshire Sub-Unit of the Department of Transport’s North Western Road Construction Unit and was involved in the design of many major projects in Cheshire.
When the Sub-Unit was out-sourced, he joined Ward, Ashcroft & Parkman, which became Parkman. He was appointed a Director of Parkman and held a similar position when the company became part of Mouchel Parkman, then Mouchel.
David was President of the Institution in 1999-2000.
Alistair Haydock, Past President, CIHT North West
Alistair is a Director of Haydock Young Consultancy, which provides public and private sector clients with a wide range of management and engineering advice.
He is also a Director of AlderCross Training & Events, which organises conferences, in-house training etc, and AlderCross Developments, which operates in the residential property market.
Alistair became a Member of the Institution in 1973 and joined the Branch Committee in 1991. He was elected to Council in 1996 and was President in 2006-07.
Mike Callery OBE, Past President, CIHT North West
Mike graduated from University College, Dublin, in 1953, and worked for a short time on a cement factory extension near Drogheda. He then moved to Lancashire to join Wimpey’s working on an opencast coal site. He then worked with Ormac and subsequently joined East Suffolk County Council and then worked for West Yorkshire County Council as an Assistant Bridge Engineer on Doncaster By-pass.
Mike joined Hampshire County Council in 1963, designing the M3 through Hampshire. When the design was completed he moved to Cheshire and was involved with the M56 through Cheshire and became Deputy County Surveyor, before moving to Lancashire County Council in 1985 as County Surveyor & Bridgemaster. He was President of the Institution in 1989-90. He retired from Lancashire in 1993 and has since been heavily involved in the Motorway Archive Trust and several transport-related groups in the North West of England, including acting as a transport advisor for the North West Business Leadership Team and the North West Regional Assembly.
