James Leeming, Chair, Yorkshire & the Humber

James is a senior project manager for Highways England and is responsible for managing two major projects in Hull, the A63 Castle Street Improvements which is going through the Development Consent Order process and Princes Quay Bridge which is currently on site. 

He has worked for Highways England for just over two years, and prior to that worked for Liverpool City Council helping to manage their major project portfolio. He lives in Wakefield, married to an English teacher, has two children (Daisy 11 and Joseph 8) and in his spare time co-manages an u8 football team and is an avid Huddersfield Town fan.

Ed Downer, Young Professionals Committee Chair , Yorkshire & the Humber

Ed is a Principal Transport Planner at Mott MacDonald with eleven years’ experience in the industry. He specialises in transport policy, planning and business case development.  Ed has previously held committee roles in both the North East Region (2007-2013) and North West Region (2013-2017).  

Ed Downer

He is passionate about engaging with young professionals in the transport industry and linking them to the learning and career development opportunities offered through CIHT. Ed was named National CIHT Young Professional of the Year in 2016 and is now Chair of CIHT’s National Young Professionals Network.

Andy Burton, Past Chair, Yorkshire & the Humber

Andy currently works as a Contracts Manager with Buckingham Group having spent the past 34 years in the Civil Engineering Industry with contractors.

Andy is a Graduate of the University of Leeds with a degree in Civil Engineering. He began his career as a graduate engineer in 1984 working for a for a small number of contractors before joining a Regional Contractor in 2006 as Project Manager on their first major highway scheme in Yorkshire. Andy became Regional Manager with the contractor in 2008, a role he carried out until November 2014.


Andy is a past Chair of The Civil Engineering Contractors Association (Yorkshire and Humberside), having previously been a member of the Executive Committee for three years. Andy is looking forward to his second year as Chair, CIHT Yorkshire & the Humber Region.
