Commissioned by the Department for Infrastructure, DBFO (Design Build Finance Operate) Package 2 was the largest ever highway scheme to be awarded in Northern Ireland. DBFO2 was a key project within Northern Ireland’s investment strategy that aimed to improve the road links between Belfast and Dublin, and between Belfast and Ballygawley.
Amey Roads NI, in tandem with its design and operations partners, identified the improvements that could be gained through the digitalisation of the assets and the standardisation of our maintenance approach on this long-term contract. We have built upon the concept of 3D laser scanning key structures to development of the digital twin for the 540km road network, streamlining processes and transforming how we do things. Working hard but changing to Working Smarter.
The presentation will detail the BIM Journey, use of digital technology, the data it creates and how it informs the maintenance programme, and the importance of data management.

DBFO2 Life Cycle Project Manager, Amey
John Jordan, BEng CEng FIEI is a Chartered Engineer with 18 years’ experience in highways asset management, pavement, drainage and highway structures, with a proven track record transforming business strategy into delivering operational Lifecycle and ROM activities to grow and maintain business in the PPP/PFI sector.
John is currently the Lifecycle Project Manager for DBFO2 in Northern Ireland, providing asset management expertise to the 30 years, £1.04Bn contract, including inspecting, programming and project managing annual pavement, structural and ancillaries repairs, examining and improving Operator protocols, and providing the Client with appropriate technical knowledge.
He is responsible for managing the SPV Lifecycle risk profile on new and existing assets, managing the Lifecycle budget, whilst ensuring full contract compliance, and that no Performance Deductions are applied.
This event is open to all but aimed at students, academics, clients, consulting engineers and contractors working in or interested in highway and structures asset management.
