DfI are currently undertaking a new suite transport plan which will set the framework for making transport policy and investment decisions up until 2035.
Transport planning practice is no longer focused on attempting to predict the future in terms of movement demands and providing the required new roads and public transport services. We are facing a very uncertain future where we probably need to make radical changes that address issues arising from the environmental emergency and other societal problems related to our historical over reliance on cars. We are therefore taking a ‘vision and validate’ approach to the development of Northern Ireland’s Transport Plans.
This presentation will provide attendees with a better understanding of our approach to developing the new suite of Transport Plans and how integration with land-use planning provides a unique opportunity to shape our towns and cities, to promote them as more accessible, sustainable and healthy places to work, play and live.
This presentation is aimed at anyone with an interest highways and transportation. It is particularly aimed at transport planners, planners, urban designers and sustainable/ active travel practitioners.

James is a Chartered Fellow of CIHT with 22+ years in the traffic and transport industry, across both the private and public sectors. He has experience across transport planning, engineering and consultancy, working on a number of signature projects across UK & Ireland.
James currently heads up the Transport Planning and Modelling Department in DfI where he is overseeing the development of the new suite of Transport Plans, Strategic Transport Models and also technical lead on the Climate Action Plan, Transport Sector.
Anthony Rafferty - BEng MSc
Project Lead on the Eastern Transport Plan at the Department for Infrastructure
Tony is a Transport Planner who has 18 years’ experience with the Department for Infrastructure. For the last 11 years Tony has been involved in a number of Transport Planning schemes for the Department.
In his current role he is the project lead for the Eastern Transport Plan, which encompasses the five councils - Antrim and Newtownabbey Borough Council (ANBC); Ards and North Down Borough Council (ANDBC); Belfast City Council (BCC); Lisburn and Castlereagh City Council (LCCC); and Mid and East Antrim Borough Council (MEABC)
Peter Morrow - BSc (Hons) CTPP CMILT MTPS
Associate Director, Future Mobility at Aecom. Aecom & Regional TPS Rep NI
Peter is a Chartered Transport Planning Professional and Regional Rep for the Transport Planning Society in Northern Ireland. He has wide ranging expertise in the development and appraisal of transport schemes and strategies throughout the UK and Ireland and also leads AECOM’s NI Transport Planning team.
Peter is working with the Department in the development of a number of their forthcoming transport plans.
