To assist local highway authorities, the UK Road Leadership Group (UKRLG) has produced a non-statutory Code of Practice, containing guidance and recommendations for effective highway asset management.
VolkerHighways has an established highway asset management team, providing expert advice and technical support to asset owners Achieved through the implementation of an integrated highway asset management system, in line with the recommendations contained in the Code of Practice. This includes establishing an asset management plan, and drafting asset management policy and strategies, as well as maintenance and highway safety inspection manuals. The business can also support its clients in reviewing their existing highways maintenance policies, procedures and practices, in order to propose practical working methods.
VolkerHighways recently worked with Bath and North-East Somerset Council to develop a highway asset management plan. “Being a relatively small unitary authority, Bath and North-East Somerset Council has often found it difficult to balance its operational focus on getting work done on the ground, with finding the time and resource to fully document our asset management approach,” said Craig Jackson, highway maintenance and drainage manager, for Bath and North-East Somerset Council.
“Bringing in focussed resource through our already well-established relationship with VolkerHighways, has ensured the council has a comprehensive asset management approach. We are compliant with the various guidance documents available for highway authority operations, now, and in the future.

Igho is a civil/structural engineer and a leading highway asset management specialist, having worked in this field for over 15 years in the public and private sectors. He was a member of the County Surveyors’ Society (CSS) Wales Highway Asset Management Plan (HAMP) Steering Group, responsible for developing a consistent collaborative response to the UKRLG Code of Practice. He has also been responsible for the delivery of the annual highway maintenance capital and revenue programme and assisted in drafting the suite of highway asset management documents for Ceredigion County Council.
At VolkerHighways, Igho is providing expert advice and technical support to local authorities in developing a practical and comprehensive asset management suite of documents and reviewing their existing asset management practices. He is also developing policies and procedures for improving the way their highway assets are managed and maintained.
