The CIHT is undertaking a review of the local highway network and will look at issues associated with the funding, governance and operation of the network.  The local highway network is a key enabler for local growth: but public satisfaction is low and this has become not just a local but a national concern.

There are risks to safety from failing assets from flood risk to the economic impacts from congestion.  

However, there is a foundation on which to build from.  The industry has seen major reforms over the last five years, with the establishment of Highways England.  This has seen the establishment of a new regulatory function for the highway network with the Office of Rail and Road (ORR), a five year funding settlement through the Road Investment Strategy (RIS), and Transport Focus that represents the interests of road users.  More recently the Government is looking to take forward the Major Road Network.  

So change is possible, and CIHT is looking to influence government in its consideration of providing sustainable solutions for the future delivery of local highways maintenance and solving the pothole predicament.

CIHT will explore a range of options, including some which are more radical than the current arrangements and emphasis on operational best practice.  The project seeks to explore more radical transformation in management, funding, accountability and control.

The initial findings will be reported at the CIHT Annual Conference in March 2019.
